Our Standing Rules




Adopted by Membership on 11/25/07.

Standing Rules do not relate to parliamentary procedures, as do bylaws, but refer to operating procedures. Standing rules are adopted by a majority vote, are amended by a two-thirds vote without previous notice or by majority vote with such notice. This action may be done at any regular meeting by a vote of those present. Standing rules may be temporarily suspended for the duration of a meeting by a majority vote. Other rules that the chapter may not wish to put in bylaws may be created as needed by the chapter. While standing rules are not the same as bylaws, and should not be used to circumvent bylaws and they are easily changed, and chapters should use discretion to insure that a rule is really necessary and not frivolous.

Standing Rules as identified in this presentation are not mandatory. Reference: ROBERT’S RULE OF ORDER NEWLY REVISED, pages 17,18,263.

Section 1:

Authority for the expulsion of members of this chapter from this chapter and for the recall of officers shall rest with the chapter membership.

Section 2:

Any member, director or officer of this chapter is subject to expulsion, discipline or recall from the chapter for any of the following offenses.

  1. Violation of the national constitution or bylaws of the Association, or of this chapter.
  2. Violation of any rules lawfully made by or under the authority of the chapter officers.
  3. Violation or violations of and/or disregard of the Code of Ethics of FMCA
  4. Any willful act or course of course of conduct contrary to the best interest of FMCA, or its members.
  5. Failure to perform the duties of his/her office in a reasonable manner.
  6. Misfeasance, malfeasance, or nonfeasance of office.
  7. Fraud, deceit, theft or embezzlement of any of the property of this chapter.

Up-pipes (Exhaust stacks) must be used for generators at ALL rallies in consideration of your neighbors. Generator hours are 7 A.M. to 11 P.M. If you need to run your generator for extended periods of time, please let the parking committee know this upon arrival at the rally. Any coach not equipped with an exhaust stack will be asked to park away from those coaches with exhaust stacks.

5. The Chapter recommends the wearing of name badges at all chapter functions.

6. Pets must be kept on leashes at all times. Owners must pick up after their pets. No pets allowed in the food area, or Chapter Meetings.

7. No smoking in the food area, or at Chapter Meetings..

8. Refund policy: After the reservations-required-by date, clearly stated on all reservation forms, any rally refund will be determined only by the rally hosts.  Any expenditure made on your behalf will not be refunded.
